Typhoon lashes southern Japan,?

TOKYO (AP) ? A powerful typhoon is heading to Tokyo after injuring dozens of people, causing blackouts and paralyzing traffic in southern Japan.

Japan's Meteorological Agency says Typhoon Jelawat is expected to hit the Tokyo region Sunday evening. It warns of torrential rain and sudden wind gusts, urging Tokyo residents to stay indoors.

At noon Sunday, the storm was packing winds of up to 144 kilometers (90 miles) per hour.

The typhoon left more than 50 people with minor injuries on the southern island of Okinawa on Saturday. Thousands of homes were without electricity.

Dozens of trains were suspended Sunday in coastal areas around Tokyo, and some 300 domestic flights were to be grounded throughout the day.

Up to half a meter (20 inches) of rain is expected in central Japan through Monday.

LA drivers steer clear of freeway 'Carmageddon'

They survived Carmageddon, but now Los Angeles is coping with the sequel! Once again, the famous 405 freeway has been shut down, forcing Los Angeles drivers off the road. NBC News' Diana Alvear shows us how Angelenos are using this weekend to embrace car-free adventures.

Updated at 1:58 p.m. ET: Carmageddon II, the sequel to last year's shutdown of one of the nation's busiest freeways, appeared early Sunday to be going according to script as many Los Angeles drivers heeded warnings to stay off the road.

The small exception were the seven people who trespassed -- including newlyweds who sneaked onto the closed portion of I-405. They were immediately detained by the California Highway Patrol.

"Now they have two documents with their names on them," Los Angeles Police Department Lt. Andy Neiman said. "A marriage certificate and a citation from the California Highway Patrol."

Four rollerbladers were also caught; they were on their way off the highway.

Traffic tie-ups were minimal Saturday as construction crews worked around the clock to tear down a portion of the Mulholland Drive bridge on Interstate 405 as part of a $1 billion project to add a new carpool lane. Officials said the demolition was on schedule and that they expect to reopen the freeway as planned for 5 a.m. local time (8 a.m. ET) Monday.

For the most part, drivers steered clear from the freeway.

As temperatures climbed into the 90s, those who couldn't resist a trip to the beach said traffic was smooth.

"We've been all over the city, no traffic. We even went to Dairy Queen for an ice cream and there was nobody there," Marilyn Millen told KNBC-TV.

For weeks, Angelenos have been warned to avoid the area on L.A.'s West Side. If they don't, officials warn, a citywide traffic jam could result. But beyond just scare tactics, city officials have been encouraging Southern Californians to get out and enjoy their own neighborhoods on foot, on bikes or via short drives on surface streets.

During a similar closure last year commuters stayed away from the freeway in droves, the shutdown was considered a success, and crews finished the first phase of the work early.

This time, the contractor faces a penalty if the work isn't done in 53 hours. The fine is $6,000 per lane of freeway, for every 10 minutes over the deadline.

Officials on Saturday night told NBCLosAngeles.com that the work should be finished by the completion deadline.

However, workers however hit a snag just after 4 p.m. PT Saturday?(7 p.m. ET) when a big chunk of the bridge gave way, collapsing onto a hillside while still attached to a large support column.

The work was temporarily halted for a short time while engineers could check out the fallen section. No one was injured in the collapse and the bridge demolition later resumed.

Dave Sotero, a spokesman for Metro, the agency overseeing the project, said that it was not clear what caused the large chunk of the bridge to fall.

The chunk fell from the eastern span of the bridge onto the slope leading down to the edge of the freeway.

The closed section of the freeway carries about 500,000 motorists each day on a typical weekend, according to the Los Angeles Times. California Department of Transportation officials said that in order for Carmageddon II to be a success, at least two-thirds of those drivers need to stay off the road.

After you choose whether you want just occasional notifications or frequent ones, Field Trip runs quietly in the background, looking for anything notable around you. The app pulls in information from a ton of sources, including Zagat and Eater in the food and drinks category; Architizer for architecture; and The Worldwide Guide to Movie Locations and Atlas Obscura for unique (and possibly bizarre) finds.

When it finds something, Field Trip notifies you with a ringtone and/or vibration. It can even read the title and description to you. View the event, place, or thing on a map and read more about it within the app. You can also choose to get more or fewer notifications from individual sources.

Google can't enforce German Microsoft injunction: ruling

SAN FRANCISCO (Reuters) - A U.S. appeals court ruled on Friday that Google's Motorola Mobility unit cannot enforce a patent injunction that it obtained against Microsoft Corp in Germany.

The injunction would bar Microsoft from "offering, marketing, using or importing or possessing" in Germany some products including the Xbox 360 and certain Windows software.

The ruling against the German injunction came from the 9th U.S. Circuit Court of Appeals in San Francisco.

Representatives for both companies could not immediately be reached for comment.

The current Xbox 360 is the market-leading console in the United States. Microsoft is expected to unveil its next generation Xbox video game console in 2013.

Microsoft has said that Motorola's patents are standard, essential parts of its software and that Motorola is asking far too much in royalties for their use.

Microsoft sued Motorola in the United States in 2010, and Motorola then filed a lawsuit in Germany. In April, a federal judge in Seattle granted Microsoft's request for a temporary restraining order against Motorola in Germany.

In its ruling on Friday, a three-judge 9th Circuit unanimously upheld the lower court order. Since Microsoft had already brought a lawsuit against Motorola for breach of contract in the United States, U.S. courts have the power to put the German injunction on hold, the 9th Circuit said.

"At bottom, this case is a private dispute under Washington state contract law between two U.S. corporations," the court ruled.

European regulators are investigating claims that Motorola over-charged Microsoft and Apple Inc for use of its patents in their products and thereby breached antitrust rules.

Should canned tuna be banned from school lunches?

Canned tuna made news last week as the star in a scandalous debate: A coalition of consumer groups is reportedly urging schools to take tuna off the lunch menu. The reason? A recently published study that reported higher amounts of mercury than expected, as well as large variances in the levels of mercury, based on tests of several different brands and types of canned tuna.

The problem with these headlines is that they aren't exactly true. The report, titled Tuna Surprise: Mercury in School Lunches, doesn't actually call for tuna to be banished from the lunch menu. Rather, the authors issue key recommendations for schools, as well as parents, to reduce children's possible over-exposure to mercury from canned tuna. The recommendations are a bit more stringent than current federal guidelines on seafood in children's diets, but they certainly don't ask schools to completely ditch tuna.

For close to a decade, consumers have been warned about certain types of fish that may contain high amounts of mercury--the U.S. Food and Drug Administration even has an official guidance policy on the topic. The FDA recommends that people who are most vulnerable (pregnant women, infants, and children) be cautious about the type and amount of seafood they eat. In general, canned tuna has been considered safe to eat once or twice weekly; canned light tuna has been considered a bit safer than canned albacore tuna, but both are allowed in the diet of a child, according to the federal guidelines.

The alternative guidelines published and promoted by the consumer group coalition offer much more detailed guidance to parents and schools on what the authors call "risk-management advice." The most alarming of the recent study's findings were that some children, called "tuna lovers" by the authors, may be getting dangerously high doses of mercury, because they are simply eating too much canned tuna. For these children, the report recommends that parents request a blood test for mercury levels and try to cut down overall tuna intake.

Here are some of the key guidelines released in this report:

-- Children should never be fed canned albacore tuna. The report found higher levels of mercury in albacore tuna than previously thought, and the authors concluded that there is no reason to include this type of tuna in a child's diet, when they could have canned light tuna, instead.

-- Children who are small (under 55 pounds) should eat canned light tuna no more than once a month. Children over 55 pounds can have canned light tuna twice a month. Federal guidelines allow canned light tuna twice a week for all children.

-- Schools, parents, and caregivers should coordinate when children are fed canned tuna, so they don't receive more than two such meals a month.

-- Schools and parents should consider serving other types of seafood, such as salmon or shrimp, that aren't typically high in mercury.

So why not simply cut canned tuna out of a child's diet altogether? Because there are nutritional benefits to eating this type of seafood: Tuna is a lean protein source, contains omega-3 fatty acids critical for the brain and nervous system, and is fairly inexpensive for schools and families. Seafood is also an excellent source of the mineral selenium, which some evidence suggests helps "bind" mercury in the body, making toxicity less likely.

The bottom line is that we probably do need to be careful with over-exposing young children to mercury, but we don't need to throw the baby out with the bath water. The wisest move? It's likely choosing canned light tuna over albacore, and mixing it up with other low-mercury seafood, like salmon and shrimp.

The first was Davis Guggenheim?s documentary Waiting for Superman. Barnz?s movie, featuring great actresses Viola Davis and Gyllenhall, is far more watchable than Guggenheim?s, but the fantasy world it inhabits is exactly the same. Its release, just on the heels of the Chicago teachers? strike, feels eerily timely, as its anti-union talking points are just the same as those of Rahm Emanuel and the monied interests of Chicago.

The film?s presentation of the social context is heartbreakingly accurate?poor kids like Jamie?s daughter, Malia, don?t get the education they deserve. But otherwise, the movie presents a Mad Tea Party view of urban education, and of social change itself. In Won?t Back Down, and in the bipartisan neoliberal fairytale that passes for education reform, teachers and parents are good, but the institutions that represent them?unions, the state?are bad. ?Empowerment? is desirable, even ecstatic??Be the change you want to see!? Jamie crows to a throng of cheering parents?but democracy is the enemy. Getting rid of representative government and calling in a private entity to handle things, in our current Opposite Day political moment, represents a glorious triumph of people power. The ?parent trigger? invites parents to use their vote to give up their vote?that is, to be enormously powerful for one short moment of direct democracy, which they will use to dispose, in the long run, with the ?public? part of public school, and thus with any actual power over their children?s education.

Jamie leads the fictional takeover because her daughter, who is dyslexic, can?t read. Yet not a word is said in the movie about the need for more services and teachers for special needs kids. The school is depicted as depressing and shabby?what about the need for more resources? What about all the extra support poor children need? We see kids acting out and falling asleep in class?where are the social workers to help those kids?

Never mind those wonky details. The problem, we?re repeatedly led to believe, is the teachers? union. But if unions were to blame for failing schools, wouldn?t unionized public schools in Princeton or Scarsdale also suck?

Hollywood hasn?t been known to let logic get in the way of a good story, and neither do education reformers. Facts are similarly irrelevant. In the movie, Malia?s teacher?a repellent timeserver who locks the little girl in a closet as punishment?can?t be fired because of the union. There are more than a few problems with this scenario. Outside of Tinseltown and the corporate reform imaginary, union members do get fired. In fact, according to data from National Center for Education Statistics, there is no correlation between teacher dismissal rates and union membership. In Massachusetts, where almost all public school teachers belong to a union, the firing rate for experienced teachers is nearly twice that in North Carolina, where just 2.3 percent of the teaching force is unionized.

Just as he did in his groundbreaking speech in Egypt early in his presidency, Mr. Obama on Tuesday articulated the need for ?mutual interest and mutual respect? between Muslims and Americans. In New York and Cairo he held out a new idealism toward the Middle East ? one that aligns US security and economic interests with the welfare of the Arab street rather than the longevity of regimes that have failed and abused their peoples.

But a sea change has occurred in the region since Obama spoke in Cairo in June 2009, and reality has come face to face with idealism. Any American shift in tone or approach is coming against a current of long-defined alliances and deep historic antipathies. The Obama administration?s mixed record underscores the challenges of redefining interests as well as the president?s own diplomatic miscalculations.

As promised, Obama withdrew American forces from Iraq. And he is leading international efforts to penalize Iran with stiff economic sanctions for pursuing a suspected nuclear weapons program. But he has also quietly pushed the Israeli-Palestinian peace process to the back burner.

Yes, he joined an international coalition to support the rebellion against Libyan dictator Muammar Qaddafi. But he has so far been reluctant to intervene more directly in Syria, where the government is estimated to have killed more than 30,000 civilians in its brutal crackdown against the proponents of democracy.

The president called publicly on Egyptian strongman Hosni Mubarak to step down, breaking ranks with a stalwart US ally. However, he only tepidly objected when the oil-rich powers of Saudi Arabia and the United Arab Emirates sent troops into Bahrain to crush democratic protests there.

Obama?s biggest gamble, perhaps, was to strike a harder open line against Israel in an attempt to strengthen US credibility with Arab leaders. But the end result was that it contributed to the stall in talks between Israelis and Palestinians, and the lack of a Palestinian state continues to work against the US on the Arab street.

Cheaper way to produce nickel ferrite ceramic thin films

ScienceDaily (Sep. 24, 2012) ? Researchers from North Carolina State University and the Georgia Institute of Technology have demonstrated a less-expensive way to create textured nickel ferrite (NFO) ceramic thin films, which can easily be scaled up to address manufacturing needs. NFO is a magnetic material that holds promise for microwave technologies and next-generation memory devices.

Specifically, this is the first time researchers have used a chemical deposition process to create NFO thin films that are "textured" -- meaning they have an aligned crystalline structure. Arraying the crystalline structure in an orderly fashion is important because it maximizes the magnetic properties of the material.

Using a chemical deposition process also makes it easier to modify, or "dope," the NFO by adding additional materials, such as zinc. By doping the NFO, researchers can optimize the material for various applications. For example, adding zinc allows the NFO to retain its magnetic properties at higher temperatures.

The technique used to create the NFO thin films begins by introducing nickel and iron compounds into an organic solvent to create an NFO solution. The solution is then injected onto a silicon wafer that has been coated with platinum. The wafer is then spun, spreading the solution uniformly across the wafer's surface. The wafer is heated to evaporate the solvent, then heated again to 750 degrees Celsius to crystallize the NFO.

"This approach can be used to deposit textured NFO thin films over areas at least as large as 10 centimeters by 10 centimeters," says Dr. Justin Schwartz, co-author of the paper, Kobe Steel Distinguished Professor and Department Head of the Materials Science and Engineering Department at NC State. Previous efforts to create textured NFO thin films have relied on techniques that can only deposit such thin films over a small area.

The paper, "Growth of (111) oriented NiFe2O4 polycrystalline thin films on Pt (111) via sol-gel processing," was published online Sept. 19 in the Journal of Applied Physics. The paper's lead author is Safoura Seifikar, a Ph.D. student at NC State. The paper was co-authored by Edward Sachet, a Ph.D. student at NC State; Dr. Thomas Rawdanowicz, research professor at NC State; Ali Tabei, a Ph.D. student at Georgia Tech; and Dr. Nazanin Bassiri-Gharb of Georgia Tech. The research was funded by the National Science Foundation.

softball fields, a new skate park, new basketball courts, and a new playground. This Saturday,

September 22nd, the latest additions to the 34-acre park in Southeast Yakima ? three new

ballfields ? will get a chance to be in the spotlight during a grand opening ceremony starting at

2:00 pm. The park is located at the corner of South Fair Avenue and Maple Street.

The opening of the three new, lighted ballfields, which can accommodate youth baseball as well

as women?s fastpitch and slowpitch softball, marks another step in securing the park?s growing

reputation as a premiere sports and recreation destination.

?Earlier this year the Gateway Sports Complex at Kiwanis Park hosted the Northwest Athletic

Association of Community Colleges women?s softball crossover tournament,? said Yakima Parks

and Recreation Manager Ken Wilkinson. ?It was a big tournament and it was a huge success.

With the opening of the three new ballfields, we anticipate more events of the size and scale of

the NWAACC tournament, or even larger, coming to Yakima,? said Wilkinson.

Other improvements were also made in conjunction with the three new ballfields including

restroom facilities, a concession stand, an additional parking lot, and new playground. In total,

the project cost more than $2.5 million. Funding for the project came from Yakima Rotary,

Lions, and Kiwanis clubs as well as the Yakima School District, the City of Yakima, and the

State of Washington Recreation and Conservation Office (?RCO?).

?The new ballfields, as well as all of the recent improvements at Kiwanis Park, prove that

amazing things can be accomplished when the community joins together to achieve a goal,?

said Wilkinson. ?Kiwanis Park is a great testament to the concept of public/private partnerships.

It really is a facility all of Yakima can be proud of,? said Wilkinson.

Saturday?s grand opening ceremony will take place in the common area connecting the three

new ballfields. Speakers at Saturday?s ceremony will include Assistant Yakima Mayor Maureen

Adkison, 14th District State Representatives Norm Johnson, Yakima School District Board

Members John Vornbrock and Walt Ranta, Yakima Parks and Recreation Commission

Chairman Rod Bryant, Dr. Mike Wilson from the Yakima Kiwanis Club, Dick Elliott from the

Yakima Lions Club, and Steve Pilger from the Yakima Rotary Club.

UK judge says Litvinenko inquest to open in 2013

LONDON (AP) ? A long-awaited inquest into the poisoning death of former Russian agent Alexander Litvinenko should consider whether Russian authorities were involved, the senior British judge who will oversee it said Thursday. But the U.K. government will not let lawyers for the victim's family and the suspects see a report on alleged links between Litvinenko and British intelligence.

Litvinenko's family believes the Kremlin was behind his death from radioactive poisoning in London in November 2006. The former security service officer, a critic of the Kremlin, died after drinking tea laced with the rare radioactive isotope polonium-210 at a London hotel.

On his deathbed, he accused Russian President Vladimir Putin of being behind his poisoning.

Ben Emmerson, a lawyer for Litvinenko's widow, Marina, told a court hearing that it was vital that the inquest investigate "the criminal role of the Russian state."

Emmerson said that if official Russian involvement was proved, it would constitute "an act of state-sponsored nuclear terrorism on the streets of London."

Judge Robert Owen, who will lead the inquest, said its scope would be decided at a later hearing, but indicated he was inclined to agree it should look at Russia's alleged role.

Owen said it was "to be regretted" that no inquest has been held in the nearly six years since the former security service officer died. Owen said he would open his inquest as early in 2013 as possible.

The killing cast a pall over U.K.-Russian relations that still persists. British prosecutors have accused two Russians, Alexander Lugovoi and Dmitry Kovtun, of killing Litvinenko, but Russia refuses to hand them over. Lugovoi is now a Russian lawmaker.

Lawyer Hugh Davies, the inquest's counsel, said the judge-led inquiry should be a "full and fearless" examination of all the facts.

But he said some evidence will be withheld at the request of the British government.

Davies said all interested parties, including lawyers for the Litvinenko family, Lugovoi and the British government, would be given a police report into Litvinenko's death before the inquest begins. One section, however, will be censored ? the results of police inquiries into whether Litvinenko was in contact with Britain's MI6 intelligence service.

Davies said the judge and the inquiry's lawyers had seen the full report. The redaction, at the British government's request, "should not be taken as indicating one way or another" whether Litvinenko had dealings with British spies.

The judge set another pre-inquest hearing for Nov. 2.

In Britain, an inquest is held to determine the facts whenever someone dies unexpectedly, violently or in disputed circumstances. They do not determine criminal liability.

Outside court, Marina Litvinenko she was confident she would get justice from the inquest.

"I'm not a politician, I'm a woman who lost her husband and I want to know what happened," she said.
